Which measures count, and how much, depends on the activity: humidity for exploring outdoors, wind for the beach, hiking and skiing, snow for skiing alone. Between them, the activities are rated on:

October through February is Hong Kong's prime window for walking tours: cool, dry, sunny and low-humidity. March and April stay excellent despite creeping humidity and rain, May is still workable but noticeably warmer and wetter, and June through September turn hot, muggy and prone to heavy, afternoon-loaded downpours that make sightseeing on foot a slog.

The cool, dry stretch from October to February is prime for trekking Hong Kong's trails, and March-April are still very good despite rising humidity and rain. From May the heat and humidity make climbing strenuous, and June through September are too hot, sticky and storm-prone to enjoy a hike.
